It really is time, in my humble opinion, that Wiltshire Council sorted their refuse collectors out!   Collect the rubbish or lose the contract!!

Health & Safety... What a load of cobblers!!!!!!  Angry
We are all responsible for our own health & safety so just be careful.
If these bin men (or anyone for that matter) were at home and wanted to move something e.g. a washing machine or chest of drawers, would they say 'there's an obstruction so I can't do that on the grounds of Health & Safety'? I think not, they would find a way round the problem!
Makes me sick, the bins have wheels and handles - they've never had it so easy, and on top of that the lorry comes to them!!!
Ask someone who's been turned down time after time for a job if he/she is prepared to move a box with wheels and a handle for a decent weeks pay.. I reckon the reply would be along the lines of 'When do I start?'

I thought these collectors were big strong men, but nowadays they refuse to empty peoples bins at the slightest wime, and now this latest fiasco about it might damage the tyres, what a load of cobblers! they don't worry when they are driving over rough ground on the tip etc.
The old dustcart men would certainly have called these modern day collectors a few well chosen words, when the old guys had to lift 'proper' bins full of ashes etc over the side of the dustcart.

Hmmm on balance I suspect there is more to this story - for a start I dont believe for one minute its all the binmen who arent doing it - probably a "Health and safety" officer who is proving his role - and somethign in there probsably about the council not wanting to accept signing over unconsigned roads (when the time is due) that arent in perfect condition.
Most of the binmen are like you and I - reasonable people - I think it would be insulting to the vast majority to label them as you are, OC (sorry!).

On reflection, you've probably got a point there Yokel.. it's blokes like that that need to be looked at and monitored for their levels of 'sense', it appears that many of them have none

Sadly, in some cases you are right. I have over 25 years safety experience and find that some "safety" advisers cannot differentiate between real risk (i.e. something like to cause real harm) and the real world. Some cannot think, when a problem may exist, of a workable and sensible solution so say "ban it". Mind you, some of the problem is that insurers want to ensure their businnesses are risk free and therefore try and make stupid conditions of business and then blame "health and safety".
